Department of Payments and Other Financial Issues
I. AREAS OF RESPONSIBILITY
The Department of Payments and Other Financial Issues is responsible for the clearance of expenditures, the issuance of payment warrants, and the execution of all payments of the National Observatory of Athens.
It ensures that each payment is carried out in compliance with the applicable legislation, public financial control procedures, and the provisions of P.D. 54 governing public procurement.
The key responsibilities include:

Electronic payment orders and settlement of warrants:
Generation, within the Integrated Information System for Fiscal Policy, of electronic transfer and account credit orders to the Bank of Greece for the settlement of payment warrants, including the crediting of beneficiaries’ bank accounts and the remittance of deductions in favor of third parties. -
Notification and payment of beneficiaries:
Informing beneficiaries and entities of the issuance of payment warrants and carrying out the corresponding payments. -
Withholdings and remittance of liabilities:
Withholding and remittance to the State and the relevant social security funds of amounts owed by beneficiaries, in accordance with the applicable tax and social security certificates. -
Registers and accounting monitoring:
Recording data and maintaining the Registers of Seizures and Assignments, as well as keeping the accounting books prescribed by the applicable provisions. -
Revenues and tax certificates:
Ensuring the collection of revenues and the issuance of collection receipts, as well as issuing tax withholding certificates for the supply of goods and the provision of services. -
Procurement support:
Assisting and carrying out the required procedures for the procurement of movable and immovable scientific or building equipment and consumable supplies under the regular budget or subsidy. -
Related financial matters:
Handling any other related financial matter.
