The Budget Control Department is responsible for preparing, monitoring, and executing the budget of the National Observatory of Athens, in accordance
with the principles of financial management and the applicable institutional framework.

Key responsibilities include :

  • Budget planning and execution: Planning, preparation, monitoring, and execution of the Regular Budget and Public Investment Program appropriations. Preparation of the Annual Report, Balance Sheet, and Income Statement.
  • Commitments and Commitment Register: Preparation of commitment documents, control and recording of commitments in the accounting books and the Commitment Register.
  • Expenditure control and clearance: Checking the legality and regularity of expenditure, salaries, and allowances, clearing expenditure, and issuing payment orders and cash orders.
  • Implementation of the budgetary framework: Drafting reports on disagreements regarding commitments and clearance of expenditure, submitting files to the Directorate for Training & Coordination of Control of the Implementation of Financial Rules and notifying the DGDE.
  • Bookkeeping and payroll: Keeping the required accounting books, ensuring that no overdue debts accumulate, settling prepayment orders and maintaining a staff payroll register.
  • Financial and asset management: Monitoring and control of financial procedures, charging of undue payments, sending data for repressive control and management of the EAA’s movable and immovable property.
